If you have more general technical questions, I would highly recommend creating an account on GIS.StackExchange.com and then search for your requirements. There are people on there that will help you with every proprietary and opensource GIS software that’s available and you gain reputation by posting good questions, answering others and learning from experience.
If you have issues with local government Mapinfo then the recommended resource is https://groups.yahoo.com/neo/groups/algmug/info or the public MapInfo forum https://groups.google.com/forum/#!forum/mapinfo-l and for ESRI it’s http://resources.arcgis.com/en/help/
